Toronto Basement Flooding Subsidy: 2026 Update

The Toronto basement flooding subsidy can help with the cost of work to protect your home. Owners who meet its rules can claim up to $6,650 per property. The new program began on May 1, 2026. Its higher limits cover work that meets the rules and was done on or after November 12, 2025. Before booking work, check the rules for your property and the date of the job.

What the Basement Flooding Subsidy Covers

The City pays back up to 80% of costs that meet its rules. Each type of work has a cap:

Home plumbing assessment: $500 for one assessment. Backwater valves: $1,600 per device, up to two devices.

Sump pump: $2,250 for one device. A battery backup has a separate $300 cap. Weeping tile severance and capping: $400.

You will not get the full amount for every job. Choose work based on your home’s needs, rather than the total available. Also, ask the City about past claims against the property before you set a budget.

Check Flood Protection Funding Rules

The program is for Toronto owners of single-family homes, duplexes, triplexes and fourplexes. A home elsewhere in the GTA falls outside this program. Instead, ask your own city or town about its support.

Before work starts, verify the contractor’s City business licence and the licence for any subcontractor. Make sure the licence covers the type of work. Ask for a written quote that separates each device, labour and other costs.

Apply for the Basement Flooding Subsidy

For work under the new program, apply online within two years of the job. Earlier work has different limits and a one-year deadline. A backwater valve needs a building permit and an inspection before it is covered. Keep the required forms, photos and paid invoices.

Plan Your Flood Protection Funding

A second backwater valve may suit a home with more than one sewer connection. However, the right work depends on the property. Ask why each device is proposed before you choose a package for its price alone.

Separate Each Part of the Quote

Compare the scope, device costs, labour and work needed to restore openings. Also, ask which tasks fall outside the quote. This helps you compare quotes. You can also see which costs you may need to pay yourself.

Keep the Project Dates Clear

Record when each task is due to start and when it ends. Then, keep those dates with the invoices. A clear project record helps when you follow up with a contractor or check an application deadline.

Plan Access and Inspection

Ask where workers need access and how they will leave the space at the end of each day. In addition, agree who books any required inspection. Confirm the next step before you book work to close floors or walls.

Consider Backup Power

The expanded program includes a separate sump pump battery backup subsidy. Discuss whether backup power suits your system and how it will be checked. Also, ask who will explain the controls, alarms and care instructions when the work is done.

Budget Beyond the Basement Flooding Subsidy

Keep funds available for costs the program does not repay. Ask about payment dates and any extra work before you sign. Even with a grant, you may need to pay a share of the cost. Ask how much to budget.

Keep One Project File

Store quotes, photos, invoices and messages together. Label each document with the property and job date. Also, keep a copy of what you submit so you can answer later questions without a long search through your emails.

Address Existing Water Damage

An upgrade will not dry out a room after a flood. Arrange cleanup and moisture checks where needed. Then, ask what repairs can proceed and what still needs drying before new floors or walls go in.
